Tobikantaro has just been released from prison and is greeted by his younger brother Kakuji. Together, they have 23 convictions and are the most villainous duo in the world, who have made Osaka tremble with fear as the "Tobikan Kaku" duo. On a whim, Tobikataro falls in love at first sight with a beautiful woman and is forced to rescue her.
